With industrial property databases integrated from many sources, the IPPLATFORM platform is an effective tool for government management and intellectual property-related services.

The new intellectual property platform

On April 10 in Hanoi, the seminar “Promoting the exploitation of information and managing industrial property services” was organized by the Vietnam Intellectual Property Research Institute (VIPRI – Ministry of Science and Technology). The seminar focused on the training of S&T departments on how to use the IPPLATFORM platform. This is the platform for providing data and services on industrial property developed by VIPRI under the framework of the Science and Technology Market Development Program (Program 2075), which officially started operation in May 2020.

Industrial property information is the data about industrial property targets (inventions, trademarks, industrial designs, etc.), including registration applications (filing applicant, filing date, author, registration target, etc.); results of the application processing (decision on receipt/announcement/examination of the application, etc.); and information about the title of protection (titleholder, validity time, authorization, etc.).

This information is not only necessary for the government management of intellectual property but also helps institutes, schools and enterprises determine research and technology development trends, etc. In addition, “this is also a necessary source of data for the commercialization of intellectual property, for example for the assessment of legal exploitation capacity, transferability”, Mr. Ta Quang Minh, VIPRI Director, comment at the conference.

IPPLATFORM platform appears at the right time, right place

Although Vietnam already has several industrial property databases but realizing that it has not met the needs of users, VIPRI has proposed and deployed the construction of the IPPLATFORM platform. With the goal of supporting the searching of information and the commercialization of intellectual property, this platform is built on a variety of data sources (the Intellectual Property Office of Viet Nam announces, the users update, etc.) and other Functional modules for searching and updating information.

To deploy practical applications, VIPRI has introduced and placed IPPLATFORM stations in many S&T departments, institutes, schools, etc. to support the exploitation of this platform. As of 2020, there are 13 IPPLATFORM stations located in the localities. 

“IPPLATFORM works well on the web platform and attracts many users’ attention. The users are not only from Vietnam but also many other countries such as the US, Japan, China, …”, according to the VIPRI report.

“Industrial property information does not directly generate material possessions, however, it plays a very important role in each country,” said Deputy Minister of Science and Technology Pham Cong Tac. Therefore, the application of this platform is “a dot contributing to the development of industrial property databases in particular and the field of intellectual property in general”.

Facing the attractive features of this platform, representatives of many departments such as the Department of Science and Technology of Hai Phong, Lang Son, Ninh Thuan, Phu Yen, Soc Trang, Son La have signed an IPR cooperation agreement with VIPRI to develop an application through setting IPPLATFORM station.

“We recognize the need in reality for the government management and the support for businesses, so we also want to implement it,” said Duong Ngoc Tuan, Director of Hai Phong Department of Science and Technology. However, since several platforms also have similar exchanges between supply and demand, he suggested: “if anything is complementary, the parties should work together to save more resources.”
