The Intellectual Property Office of Singapore launches public consultation on the exceptions in Singapore’s Copyright Act
The Ministry of Law (MinLaw) and the Intellectual Property Office of Singapore (IPOS) have initiated a public consultation on the exceptions outlined in Singapore’s Copyright Act 2021 (CA) concerning the circumvention of technological measures controlling access to copyright works or protected performances.
These measures, known as access control measures, function akin to digital locks, preventing unauthorized access to copyrighted material and subsequent infringement.
The consultation aims to gather feedback on whether the existing exceptions should be retained or modified, as well as whether new exceptions should be introduced to accommodate current non-infringing uses or emerging ones resulting from the implementation of the CA. The current exceptions are due to expire on December 31, 2024.
Stakeholders and the public are encouraged to share their views by May 19, 2024, through various channels, including MinLaw’s feedback website, email, or hard copy submissions. Those opting for email or hard copy submissions should use the designated subject/header and include their contact details.
The consultation paper, outlining the details of the review, can be accessed online. This initiative forms part of the periodic review of the CA’s exceptions, conducted every four years to align with technological advancements and evolving copyright landscapes.
