Fasten digital IP goal nationwide in the Philippines

The 63rd Assemblies of the Member States of the World Intellectual Property Organization have recently been organized from July 14 to 22, 2022. At the WIPO headquarters in Geneva, Switzerland, the director general of the Intellectual Property Office of the Philippines Rowel S. Barba gave a speech about the need to increase support to maximize the benefits of IP in launching a cohesive digital economy.

In compliance with health and safety measures related to the COVID-19 pandemic, the Sixty-Third Series of Meetings of the Assemblies of the Member States of WIPO was held in a hybrid format.

On the first day, after the opening address, the Director General of the WIPO, Mr. Daren Tang, delivered the main data from the report about the work of the World Intellectual Property Organization (WIPO) and the challenges it faces in its operation.

According to Mr. Tang, in times of global challenges, such as the crisis caused by the Covid 19 pandemics, disruptions in supply, and the Ukraine crisis, WIPO activities cannot continue as usual, and the global community must devote itself to the transformation of the intellectual property system in order to address those challenges. Although Covid 19 caused numerous disruptions in all aspects of life, it also accelerated the development of certain technologies and digitalization innovations.

Despite the challenges, intellectual property can be a driving force in the creation of new jobs, the attraction of investments, and the expansion of businesses. He emphasized that the number of PCT patent applications reached a peak in 2021, while the number of international Madrid and Hague system trademark and design applications continues to rise in the double digits.

Boosting development in IP 

Following the report concerning WIPO activities, the representatives of groups of member states also gave out statements about their jurisdiction’s activities during the past year(s) and difficulties, as well as the focus on the path ahead. 

As one of the most notable IP offices in the world, IPOPHL also presented a speech about its future goal. 

Director General Rowel, who is also the chair of the ASEAN Working Group on IP Cooperation (AWGIPC) stated: “We emphasize the importance of strengthening the ASEAN IP systems through digital transformation and are working closely with all stakeholders to accelerate these changes in response to the call at the 53rd ASEAN Economic Minister Meeting in 2021.”

According to Rowel, through initiatives and mid-term plan frameworks, various ASEAN sectoral organizations have addressed the fourth industrial revolution, the digital economy, and even the economic recovery.

These strategy plans’ IP sections demonstrate the importance of IP in fostering a creative and imaginative culture in the digital environment. In addition to these regional digitalization initiatives, the AWGIPC will lead efforts to improve the ASEAN IP Portal in support of ASEAN cross-pillar digital activities.

The IPOPHL is looking forward to stronger cooperation with WIPO and its member nations in order to achieve the goal of completing deliverables under the ASEAN IPR Action Plan 2016-2025 as quickly as possible, with 75% of the deliverables completed by March 2023. 

Meanwhile, Director General Rowel said that the agency has been working with the Korean Institute of Patent Information (KIPI) on extensive research to further automate the IPOPHL services. The research will provide recommendations for an IPOPHL medium-to-long-term strategy for automating the identified operations.
