CNIPA Organizes a Regular Press Conference to Discuss IP Culture Development

The IP culture theme of respecting knowledge, promoting innovation, integrity, law-abiding, and fair competition has thoroughly entered the public’s hearts and offered strong support for China’s transformation into an IP powerhouse. The China National Intellectual Property Administration (CNIPA) held a regular news conference on March 30 for the first time, introducing IP culture growth and the future project schedule.

At the press conference, the reporter learned that the CNIPA has worked diligently over the years to support IP culture growth and has played an important role in establishing a PR paradigm that involves various parties and coordination with other fields. The general public’s knowledge of the importance of respecting and maintaining intellectual property rights (IPRs) has increased greatly, and innovative businesses have used IPRs to boost their competitiveness.

The themes of the National IP Publicity Week in 2022

In less than a month, the National IP Publicity Week of 2022 will begin. The activities for this year’s publicity week will take place online and on-site from April 20 to 26. The activities of the 2022 National IP Publicity Week, themed “Embarking on a New Journey to Build China into an IP Powerhouse,” emphasize four features: paying more attention to the theme and main tasks, focusing on IP work at the community level, strengthening communication and interaction, and telling compelling stories.

The events of the 2022 National IP Publicity Week will place a stronger emphasis on the principal task of greeting the Communist Party of China’s 20th National Congress (CPC). Exhibitions celebrating China’s recent IP achievements, dissemination of the Outlines for Building an Intellectual Property Power (2021-2035) and implementation of the 14th Five-Year Plan (2021-2025), training and press releases, among other activities, will be held to create the environment beneficial to the successful convening of the CPC’s 20th National Congress.

Four parallel sessions will take place in Hubei, Inner Mongolia, Jiangsu, and Guangzhou, with live broadcasting on new media platforms connecting them to the main location in Beijing.  “IP and Youth: Innovating for a Better Future” is the subject of World Intellectual Property Day 2022. In light of this, the CNIPA will invite young people from all backgrounds of life to share their IP work experience in order to encourage their active participation in the development of IP power.

Furthermore, the CNIPA will collaborate with international IP organizations, relevant media platforms, and practitioners to showcase China’s IP successes.

The National IP Publicity Week, it is understood, has been organized for 13 years in a row, beginning in 2009, and has evolved into an essential brand activity for the development of China’s IP culture.

IP culture development is a priority for the CPC Central Committee and the State Council. The CNIPA has made significant efforts to promote brand culture through activities such as regular press conferences and thematic interviews, as well as to promote the development of IP-related official accounts on new media platforms, the release of Chinese and English documentaries, and the publication of themed books. It has also worked to form an expert advisory group to improve IP education in elementary and secondary schools, as well as organize foreign seminars to discuss China’s successful experience with targeted poverty alleviation through the use of IPRs.

As a result, the environment for IP culture growth has improved; IP culture’s brand influence has increased, and IP culture’s communication channels have been broadened. Furthermore, IP cultural products have become more diverse; IP talent development has been fully enhanced, and IP cultural development experience has been shared globally.

The concept of IP culture is shifting as economic and social progress delivers positive results. Last year, the CPC Central Committee and the State Council released the Outlines for Building an Intellectual Property Power (2021-2035), which featured fair competition in the IP cultural concept of respecting knowledge and supporting innovation, integrity, and law-abiding behavior.

Through strong protection of IPRs and the implementation of a punitive compensation system, the inclusion of fair competition intends to fully use the IP system’s core guarantee function in driving innovation, stabilizing market expectations, and expanding opening to the outside world. Meanwhile, this effort aims to ensure fair and reasonable IP protection, effectively regulate the abuse of IPRs for illegitimate benefits, and maintain a fair and competitive market environment, fostering innovation while protecting public interests and supporting China’s high-quality economic development.
