China’s National Intellectual Property Administration (CNIPA) has recently unveiled its Annual Work Guidelines for Promoting the High-Quality Development of Intellectual Property Rights in 2024. These guidelines, released on April 10, 2024, aim to enhance intellectual property (IP) work and expedite the advancement of high-quality IP development across various sectors. Legislative Revisions: Efforts will be accelerated towards revising the Trademark Law and its Implementing Regulations, exploring special legislation for geographical indications, and updating regulations concerning the Protection of Layout Designs of Integrated Circuits.

Trademark Examination Guidelines: The revision of the “Guidelines for Trademark Examination and Trial” will be pursued to ensure adherence to updated standards and practices.

Patent Industrialization Plan: Implementation of a patent industrialization plan will be prioritized to bolster the growth of small and medium-sized enterprises (SMEs). This initiative aims to facilitate the integration of knowledge, technology, funds, and talents into SMEs, thereby fostering innovation and competitiveness.

Quality Monitoring and Evaluation: Special initiatives will be undertaken to enhance the quality monitoring and credit evaluation mechanisms for patent and trademark agencies.

Patent Prosecution Highway Cooperation: The patent prosecution highway cooperation network will be expanded and consolidated to facilitate streamlined patent examination procedures and enhance international cooperation.

Statistical Data Optimization: Intellectual property statistical data resource provision mechanisms will be optimized to ensure timely and comprehensive data availability, fostering transparency and facilitating informed decision-making.

Global Collaboration in Green Patents: Collaboration among the world’s five largest intellectual property offices will be promoted, with a focus on green patent statistics and monitoring.
