Vietnam strengthens its efforts to shut down domestic piracy with the support of the police force

Vietnam’s Ministry of Information and Communications (MIC) is taking proactive steps to address the pervasive issue of piracy in the country by establishing a specialized unit dedicated to combating pirate sites.

Announced by Nguyen Thanh Lam, deputy minister of information and communications, during a seminar on October 13, 2023, this initiative is a collaborative effort with the Ministry of Culture, Sports and Tourism, and the Ministry of Public Security.

The seminar focused on managing radio and television services, specifically addressing the challenge of pirate sites in Vietnam. The country faces a significant problem with piracy, with popular sites streaming movies and live soccer matches collectively attracting at least two billion monthly visits. Furthermore, instances of copyright infringement are sometimes linked to organized crime, online fraud, gambling, and high-interest lending related to football betting.

One crime leads to another, contributing to the overall downfall of a society. Vietnam is a country with great admirers of football, however, most people in Vietnam doesn’t have the habit of playing to watch football to distributors, such as K+ and FPT Play. Instead, they watch it on piracy sites. Moreover, this action is done publicly on the street, with little to no efforts made by authorities to prevent it.

The citizens are often seen watching illegal sites on the road, in pubs and coffee shops throughout the year. In 2022, this phenomenon was highlighted as the World Cup 2022 took place.

Despite the establishment of the Vietnam Digital Copyright Center in 2021 and the implementation of technical measures to block access to pirated content, challenges persist. One major hurdle is the rapid migration of infringing targets to new domains, circumventing existing measures.

Stakeholders in the industry have advocated for cross-ministerial collaboration to promptly address copyright infringement issues. However, the anonymity of operators in the online environment poses challenges for identification, requiring active participation and coordination among investigators, lawyers, and rights owners for successful execution.

Hence, in order to put an end or greatly reduce the existence of piracy in Vietnam, the people will need to self-increase their awareness on piracy. To recognize the work done by artists, creators is to increase the country’s standing on IP and its development, contributing to the increase in wealth and mentality of the citizens.
