Vietnam holds the Conference on Intellectual Property in 2023
On March 9, 2023, the National Office of Intellectual Property of Vietnam organized the Intellectual Property Conference 2023 to summarize and evaluate the state management of intellectual property in 2022, preparing major orientations for IP activities in Vietnam in 2023.
Attending the conference were Mr. Huynh Thanh Dat, member of the Central Committee of the Party, Minister of Science and Technology, leaders of the People’s Committee of Thua Thien Hue province, the Department of Intellectual Property, the Department of Science and Technology of Thua Thien Hue province, the departments and branches of Thua Thien Hue province, representatives of a number of universities, research institutes, industrial property representative organizations from 62 Departments of Science and Technology across the country of Vietnam.
In order to take advantage of intellectual property as a driving force for the development of Vietnam’s socio-economic development, the Prime Minister issued the IP Strategy to 2030 with a focus on integrating IP in the fields of economic and social sector.
However, in the stage of implementing the set goals, relevant ministries, branches and agencies of Vietnam have encountered many difficulties and obstacles. A few knots have been removed with the promulgation of the amended Law on Intellectual Property of Vietnam 2022, effective from January 1, 2023, in which the regulation on sound trademark registration is the highlight element, showing the focus on implementing Vietnam’s commitments in international agreements.
However, Vietnam’s intellectual property industry in general still has many bottlenecks that need to be further removed, for example, some provisions in the revised Intellectual Property Law 2022 are still relatively complicated, needing competent authority to issue implementation guidelines.
Main content at the Conference
The 2023 Intellectual Property Conference of Vietnam focuses on the following main contents:
- An overview report on state management of industrial property in 2022 at central and local levels, with mission orientation in 2023;
- Law amending and supplementing a number of articles of the Law on Intellectual Property in 2022 – issues guideline for state management of intellectual property in the locality;
- Innovating and improving the efficiency of intellectual property development to serve the socio-economic development of Ha Tinh province;
- Strengthening the state management of intellectual property, protecting intellectual property abroad for key products of Bac Giang province;
- Innovation in intellectual property development today: approach from the perspective of state management;
- Commend collectives and individuals with achievements in local intellectual property management in 2022.
Besides the above contents, the delegates also proposed a few issues to the Ministry of Science and Technology, the Ministry of Culture, Sports and Tourism, the Ministry of Agriculture and Rural Development for discussion and implementation, including:
- Quickly issue documents guiding the implementation of the Law on amendments and supplements to a number of articles of the IP Law in 2022;
- Request the NOIP to develop and issue a set of documents on IP with contents suitable to IP policies and laws in the current period;
- Request the NOIP to continue to support localities in effectively implementing the Strategy, especially the exploitation and commercialization of inventions, and the application of research results into production and business;
- Continue to promote support for the construction, management and development of intellectual property for products and services that have a reputation and have advantages for local development.
