IPOPHL’s significant boost in the world ranking

In 2021, the Intellectual Property Office of the Philippines (IPOPHL) has made great improvements. This development has been recognized by many other offices, especially with the World Trademark Review’s (WTR) 2021 IP Office Innovation Ranking, placing IPOPHL from the 24th to the 9th position. 

The Intellectual Property Office of the Philippines’ significant boost in the world ranking created a tremendous phenomenon for the IP Offices in the Southeast Asia region. 

Specifically, IPOPHL has jumped 15th position in the World Trademark Review’s (WTR) 2021 IP Office Innovation Ranking. The dramatic increase in its world ranking has made it the only developing nation with an IP office in the top 10 out of 60 offices rated worldwide.

The World Trademark Review

The World Trademark Review is a website and magazine covering the commercial and international practice of trademark law. It is an independent news and information service for trademark professionals worldwide.

The IP Office Innovation Ranking is an annual project made by the WTR. Within the project, the WTR will survey the IP offices worldwide based on many criteria. 

The report grades IP offices based on: Online Capabilities; Value-Added Propositions; and Public Outreach Efforts.

  • Regarding Online Capabilities, the Philippines ranked 11th together with Austria, BENELUX (Belgium, the Netherlands, and Luxembourg), and Japan. The high ranking of IPOPHL in this aspect is due to its digital capabilities including website functionality and accessibility, trademark e-filing rating, and use of AI functionality.
  • Regarding Value-Added Propositions, the Philippines and 10 other countries ranked second just behind Singapore. The high ranking of IPOPHL in this aspect is due to its offering of trademark dispute mediation, IP legal advice for SMEs, and liaising with enforcement agencies.
  • Regarding Public Outreach Efforts, the Philippines ranked 23rd together with Australia, Canada, Sweden, and Turkey. This ranking is based on IPOPHL’s conduct of public trademark events; utilization of social media; attendance to non-IP events; and collaboration with other IP offices.

IPOPHL’s significant boost in the world ranking

IPOPHL’s increase in the world ranking is not a coincidence, but rather a joint effort made by every individual in the IP Office, along with its own office operations policies and relations to other IP Offices and organizations. 

For instance, IPOPHL has accelerated the implementation of technologies and protocols since the beginning of the pandemic along with the issuance of quarantine degrees. With this forthcoming policy, IPOPHL has enabled online services such as end-to-end registration, mediation, filing of IP infringement reports, and other office operations when other organizations slowly adapted to the changes in the working principles. 

In addition, IPOPHL also unveiled its Business Intelligence v2.0 online platform. This platform uses cutting-edge machine learning and artificial intelligence to boost its big data analytics capabilities. Within this incentive, IPOPHL has also rebooted and created other programs to help businesses, especially MSMEs, such as Juana Make a Mark and the Patent Cooperation Treaty (PCT) Filing Assistance Program.

The World Intellectual Property Organization has also designated IPOPHL as one of only 24 International Searching Authorities and International Preliminary Examining Authorities (ISA/IPEA) worldwide. This recognition is given to IPOPHL as it has outperformed the completion of international search reports and the timeliness of transmittal categories in the WIPO 2021 PCT Yearly Review.

Regarding IP filings, IPOPHL has seen an increase of 20% year over year in the first half of 2021 despite that the country also faced heavy drawbacks from the pandemic. 

Expert opinions

According to the WTR, IPOPHL has achieved amazing growth within these times, putting it ahead of the IP offices of Japan and the United States. 

IPOPHL Director General Rowel S. Barba stated about IPOPHL’s ranking and his pride in the recognization from WTR: “The positive news presented by the WTR report highlights IPOPHL’s implementation of innovations to cope with the epidemic and ensure we can continue to serve the people. Our improvement in the WTR rating is the latest example of IPOPHL’s consistent dedication to public service. However, we want to go even farther and assist local and international stakeholders in making the most of their intellectual property.”
