CNIPA issues report indicating high prospect from Intellectual Property sector to 2023
In collaboration with 17 other agencies, the China National Intellectual Property Administration (CNIPA) published the Opinions on Accelerating the High-Quality Development of IP Services in December 2022.
By 2030, China should have more than RMB 500 billion (US$ 73 billion) in revenue, 2,000 or more service agencies, and 1.5 million or more practitioners, according to the development goals for IP services put forth by CNIPA.
The Guidelines for Building a Powerful Intellectual Property Nation (2021–2035) and the National Intellectual Property Protection and Use Plan for the 14th Five-Year Plan Period, both published by the State Council of the Chinese Central Government in 2021, were the inspiration for the opinions that were put forth. They contained more than 20 recommendations for development paths, ranging from institutional governance to regional collaboration and industry integration.
Additionally, CNIPA announced statistics on IP filings in China at the annual conference for 2022 IP work held in January 2023. With 4.21 million patents filed in 2022, China became the first nation to surpass the 3 million milestone for valid registered patents.
There has been a total of 1.32 million high-value patents—more than 40% of all registered, active patents—an increase of 24.2%. China was ranked first globally for having the most valid registered patents, according to World Intellectual Property Indicators 2022 published by WIPO.
As the revenue situation and size of the IP industry have always been under its attention, many experts think it is possible to realize CNIPA’s prediction. China needs to commit more resources to pay attention to the industrial ecology of IP, particularly in the creation, application, protection, management, and service aspects. These are key areas that China should focus on in order to achieve this lofty goal.
Pushing and implementing supply-side reforms, enhancing business capabilities, service levels, and industry standardization of the IP service industry, stimulating domestic demand, continuously directing enterprises to pay attention to IP, promoting the construction of a closed loop for realizing the value of IP, and enacting the necessary environmental improvements and changes are some noteworthy strategies that China and CNIPA can consider employing to achieve their goals.
Opinions on Accelerating the High-Quality Development of IP Services
