Juana Patent and Juana Design Incentive Protection Programs launched in the Philippines

On March 30th, 2022, the Philippines has launched the Juana Patent and Juana Design Incentive Protection Programs (JPIP). This Program serves as the latest effort to promote the importance of eligible women inventors and women-led startups that have become a huge part of innovation sources in this country. 

Under this program which was a part of the Women’s Month celebrations, woman innovators will enjoy waived fees when they apply for invention patent grants or register their utility models or industrial designs.

The JPIP aims to encourage women-led micro, small and medium enterprises (MSMEs) to protect their innovations and designs. Not just that, this program will also help to increase their awareness and competence of them in intellectual property (IP).

The program provides an incentive package for inventions, utility models, and industrial design applications.

As the second-most populous country in this WIPO ranking, the Philippines had women inventors account for 38% of all PCT applications processed by IPOPHL, a total increase of 22% from 2010.

Expert opinions

Ann Edillon, Ipophl Bureau of Patents assistant director, said eligible to participate in the program include those engaged in business activities considered as priority sectors by the Department of Trade and Industry (DTI) or IPOPHL; those with business names registered by DTI, Securities and Exchange Commission or the Cooperative Development Agency; have total assets that do not exceed P100 million; and firms that did not avail of funding under the Philippine Inventors and Inventions Incentive Act.

According, if the applicant is an enterprise, it shall have no more than 20 employees. Among them, at least one applicant, co-inventor or co-maker, or co-designer should be a woman who is a Philippine national.

IPOPHL Director General Rowel S. Barba has stated the necessity of the JPIP program: “As the pandemic has intensified risks for vulnerable groups like women, the JPIP comes at an ideal time to assist them in recovering from the pandemic’s livelihood losses and economic challenges. By assisting them in capitalizing their ingenuity and protecting their intellectual property (IP), we are also fulfilling our commitment to do more to empower women to spur innovation in the country.”

He added: “This program realizes IPOPHL’s commitment to our MSMEs, especially women in helping them utilize the IP system to grow their business. By maximizing the growth of their business, our MSMEs can contribute to sustaining our economic recovery from the pandemic and beyond.”

He also said that the program will benefit 50 eligible inventions, 150 utility models, and 150 industrial designs.

The program will run from April 15, 2022 until April 30, 2023.
