IPOPHL launches electronic Certificates for Patents (Patent eCert)

To achieve the goal of providing an end-to-end online service for patent applications with the best interest of applicants in mind, the IPOPHL has recently issued an electronic Certificates for Patents (Patent eCert).

Although the pandemic hits hard to every industry, the IPOPHL has achieved some great success in minimalizing the damage, most notably by becoming more proactive in future-proofing its services.

With its efforts, IPOPHL’s aim to achieve end-to-end online service that began a decade ago is slowly becoming a reality.

Previously, every grant or registration application that was recommended for grant or registration would get the traditional paper Certificate from IPOPHL.

However, beginning March 1, 2022, per BOP Memorandum Circular 2022-001, Patent eCerts will be issued for all innovation applications recommended for a grant, as well as UM and ID applications recommended for registrations. 

It’s now just about the convenience of owning an online certificate that can be brought anywhere for any procedures that required it, it’s also about the time that applicants would take to acquire such certificates in the first place.

With this new system, the time applicants need to spend to acquire the proof of ownership of a patent, UM, or ID will be significantly reduced, creating a major competitive edge for them in activities such as licensing, commercialization, patent mining, etc.

The Patent eCert will be issued to applicants or agents via eCorrespondence. This is IPOPHL’s online system for official correspondences between IPOPHL and applicants. 

However, it should be noted that it will only be issued if the BOP Director approves a patent grant or registration and that all the necessary payments have been met. 

The Patent eCert includes a Quick Response Code. This code is used when scanned. It certifies the validity of the document, as well as provides a link to the full text of the patent document for which it was granted.

Expert opinions

IPOPHL’s Director-General Rowel S. Barba remarked on the launching of Patent eCert: “Today’s launch is appropriate because IPOPHL is celebrating its 25th anniversary this year with the theme ‘Creating a Silver BRIGHT Future.’ Thanks to BOP and MIS, we’ll have a forward-looking IPOPHL ready to welcome a more inclusive and inventive ‘Silver BRIGHT’ future for Filipinos.”

He added: “Our hard work paid off, as IPOPHL climbed to become one of the government’s trailblazers for providing great service online during a lockdown.”

BOP Director Lolibeth R. Medrano said: “Today, we are ushering in a new era in patent administration, marked by total digitization of the process from submission through certificate issuing. Letter Patents and Certificates of Registration for utility models (UM) or industrial designs (ID) will be awarded in a faster, more convenient, efficient, less costly, and, in the context of the pandemic, safer way using Patent eCerts.”
