IP Strategy in Indonesia

For any project to be successful, it’s important to have a clear strategy so that the company can follow and make needed adjustments. For IP matters, it’s the same. Accordingly, for the IP field in Indonesia to develop, the government is taking its final preparations for the National Intellectual Property Strategy. 

In order to build a robust IP Strategy, Indonesia has consulted the opinions of many renowned organizations, both within the country and foreign’s.

At the same time, the government has also bolstered efforts to commercialize IP assets to generate economic benefits from business players, micro, small and medium enterprises (MSMEs), universities, etc. 

This is indicated clearly through the DGIP’s efforts in its policies, namely the Intellectual Property Online (IPROLINE) application system in 2019 and recently, the Virtual Counter for patent applications in 2022.

MSMEs play an important role in every country’s economy. Consequently, the development of MSMEs is also the same as the enhancement of the economy and one of the best methods to do this is through IP protection. 

According to the favored outcome of Indonesia’s policies, about 13 million MSMEs will have their IP protected in the post-pandemic scenario. 

With the MSMEs’ rights protected, the image of Indonesia will be greatly improved on the world stage. 

Another important of the Strategy is the young generation in Indonesia. As the youth has been exposed directly to the rapid change of technology within this era, they will be the key factors in the innovation field of Indonesia. 

Indonesia’s IP on the world stage

Recently, Indonesia has been honored to receive four world awards in the IP field from WIPO, specifically: 

  • Elvianto, in the category of WIPO Medal for Investors; 
  • Purwacaraka, in the category of WIPO Medal for Creativity; 
  • Universitas Gadjah Mada (UGM, in the category of WIPO IP Enterprise Medal; 
  • Angel Anlee, in the category of WIPO School Children Medals.

However, to maintain and even surpass these achievements, Indonesia needs to invest more efforts in the infrastructure, especially IP infrastructure to enable a swift, robust IP processing system.

Expert opinions

Giving her comments about the importance of the IP Strategy, Melinda Ambrizal, an IP Consultant at the Tilleke & Gibbins in Jakarta, Indonesia stated: “I think the National Intellectual Property Strategy will have a significant impact on Indonesia and IP in general, because it encourages the commercialization of IP to generate economic benefits, including increasing non-tax state revenue (PNBP). Based on the current non-tax state revenue (PNBP) rates for IP registrations, there are lighter official fees specifically for MSMEs and local educational institutions. In addition, the online filing via PROLINE and the Virtual Counter allows applicants to register their products or services online, which makes the process much easier. Thus, the National Intellectual Property Strategy provides benefits for many parties, including inventors, businesses, brand owners, and others.”

Indonesia Vice President Ma’ruf Amin in a public statement expressed his optimistic view on the establishment of the National Intellectual Property Strategy, stating that the IP Strategy is a major step to boosting economic growth and supporting national development through the intellectual property ecosystem.
